 Failed VA Safety Inspection - Suggestions?

I live in Northern Virginia and had my vehicle safety inspection today which was due by the end of May. Unfortunately my 1999 Mercury failed it. Now the service center has quoted me $500 for reparing, aligning headlights and replacing the inner tie rod. I really am not in a mood to spend much.

Anybody knows a cheap repair shop in Northern VA? Anybody knows a better option? Had it not been for the mere sticker I would not have bothered for repair, coz it still runs smooth. Any thoughts, suggestions??
