First of all you should be very thankful that the guy at the airport caught her expired visa. She would have been return back to Nepal from the airport in the US for sure.

Second of all, yes, it looks like that are asking her to reapply for the visa. If she got it once, I am sure she will get it again.

Sucks that you will not be able to recoup the airfare.. and will need to purchase again.
