license to get married can be obtained from the city's, county office. usually at the court house. just call the city government office. could vary by the state or counties. it is not that hard. as for changing status, it's a matter of filing a form, change of status for non immigrant. forms are in the ins website.

Dude, you can get a marriage license( proof of eligibility to get married) from a court house in 5 minutes.You take that license to a justice of the peace within thirty days . The justice of the peace will issue you a temporary marriage certificate. You mail this temporary certificate to the court house you obtained your marriage license, they will issue you an original marriage certificate.CHAO
